Our Story
Established in July 2019, GBS Procure is an independent procurement outsourcing and consultancy business. Since June 2021, our headquarters have been located at Berkeley House, Kenilworth, Warwickshire.

We specialise in delivering expert and innovative support in procurement and contract management. Our client focussed services range from Spend Analysis through to Contract Management and Procurement Training.
With a focus on delivering efficient procurement solutions tailored to specific needs and the establishment of strong relationships built on trust, we are committed to sustainable and long term support to all of our clients.
Our Team
We maintain a small and highly skilled team and are committed to fostering their professional development with several employees pursuing their Chartered Institute of Procurement and Supply qualifications.
In addition, in March 2023 we took on our first apprentice, reinforcing our commitment to developing new talent. Since then Lewis has passed his Level 4 Associate Project Manager apprenticeship and has become an integral part of the GBS Procure team as a Procurement Officer.

Gary Stephens
Managing Director
Gary Stephens is the Managing Director of GBS Procure Limited, providing strategic leadership and direction to support the organisation’s long-term sustainability and growth. With extensive experience in public sector and social housing procurement, Gary is responsible for setting and delivering the company’s strategic vision, ensuring strong governance, financial resilience, and a clear focus on outcomes for clients. Gary leads on senior client and stakeholder relationships, acting as a trusted advisor to housing providers and public sector organisations across the UK. He oversees the successful delivery of complex procurement and consultancy projects, ensuring high standards of quality, risk management, and regulatory compliance, while supporting controlled business growth and a strong reputation within the sector. As a people-focused leader, Gary is committed to developing a positive, inclusive, and high-performing culture at GBS Procure. He provides leadership and support to the team, promotes professional development and wellbeing, and ensures the business has the systems, financial controls, and capability required to deliver consistently for clients now and in the future.

Syed Abbas Hassan
Procurement Business Partner
Syed joined GBS Procure in February 2024 having previously worked for Frontier Works Organisation (one of the leading construction organisation in Asia) as Senior Deputy Manager Procurement. He was responsible for procurement and supply of construction materials i.e. Steel, Cement, Bitumen and asphalt on all the large projects undertaken by FWO. Syed is keen to utilise his knowledge, experience, and skills for GBS Procure in the delivery of procurement projects for its customers.

John Rattray
Administration Support
John, since joining GBS Procure, has very much enjoyed supporting Gary and the team in an admin capacity delivering continued professional services to all of our clients. He has recently been focused on documenting the procurement process in support of best practice and ongoing continuous improvement within GBS Procure. John continues to expand his knowledge in all aspects of procurement to enable him to better support our clients and the team. He has always brought commitment, focus and attention to detail to previous roles and will be continuing in that same vain.

Isabel Ballinger
Project Management Apprentice
Isabel joined GBS Procure in January 2026 as a Project Management Apprentice, following the completion of her A levels. She is currently in the early stages of her apprenticeship, learning core project management and procurement processes while supporting the team with administrative and coordination tasks. In her role, Isabel is developing an understanding of project delivery within a procurement environment and supports the smooth running of day-to-day activities through organisation, documentation, and communication. She is gaining hands-on experience while working towards her professional development within the team.

Tom St. Aubyn
Senior Procurement Business Partner
Tom joined GBS Procure in September 2021 and is responsible for the day-to-day operational delivery of procurement activity for GBS Procure. He leads procurement activity across the social housing and public sector, supported by detailed spend analysis, category planning and supplier engagement. As part of the GBS Procure team, Tom leads and oversees end-to-end procurement exercises, managing complex and high-value projects while supporting governance, compliance and consistent delivery. His role includes coordinating procurement pipelines and overseeing the GBS team’s project activity to ensure processes are managed effectively. Tom works closely with clients and their internal teams to manage procurement projects from initiation through to completion, including all supplier engagement, evaluation and contract award. He also delivers contract management training to clients, helping teams to effectively manage the contracts they have responsibility for.

Lewis Pavey
Procurement Officer
Lewis joined GBS Procure in March 2023 as a Project Management Apprentice. He has since successfully completed the Level 4 Associate Project Management apprenticeship with Heart of England Training, achieving a Merit. Upon completing his apprenticeship, Lewis has progressed into the role of Procurement Officer, where he delivers procurement projects for and on behalf of GBS Procure clients. His responsibilities include supporting end-to-end procurement activity, alongside developing and maintaining Contracts Registers to strengthen effective contract management, governance and compliance. Having started his career through an apprenticeship route, Lewis remains focused on his professional development and is currently undertaking his CIPS studies. He is actively working towards CIPS Level 4 and Level 5 qualifications, both expected to be completed this year, as he continues to take on increasing responsibility across client projects.

Teresa Merrill
Procurement Administration
Teresa has over 20 years’ experience across the social housing and private sectors, with 16 years specialising in procurement. She supports clients in the delivery of procurement activity, with a focus on process management and project coordination. As part of the GBS Procure team, Teresa works on a range of procurement exercises, coordinating activity and supporting compliant, well-structured processes in line with client requirements. Her role includes managing documentation, supporting project delivery, and assisting clients through the use of e-tendering systems from initiation through to completion.
